How should I address thank you note to my sister in law. She and I do not speak and she sent my daughter a birthday gift.

This is a problem that so many people ask about, so I'm glad you have posted the question!
You don't mention how old your daughter is, so I have assumed that she is too young to write a thank you letter herself. Of course if she can put pen to paper and write her own thank you note – even a very naïve, brief one, getting her to write the note would be your best option.
Whatever the state of your relationship with your sister-in-law, the simple fact is that she has taken the time to choose and send a gift to your daughter. She deserves the courtesy of a thank you note. It doesn't mean you will speak to her now or in the future, but it will signal to her that you appreciate the gift for your daughter.
